5. DEPARTMENT HEADS' REPORTS:
Parks & Recreation
Tyler Tweet said that the Iowa State Extension held their last class for the summer in our building. They had a cooking class and robotics camp. Summer Adventure Camp ended at the Pool for their last day. The Pioneer Valley Days Golf outing was held last Friday, it was rained-out approximately halfway through. The Mystery Box has been hitting different parks on Thursdays with different fun things. Next Monday the Community Center is booked for three back-to-back events. Fall sports registration deadline is August 6th at 5pm. CommCon will be hosted tomorrow at the Gym. Volleyball practices have been hosted. Senior men's coffee is at 9am on Wednesdays. The IBF has some recent vandalism, we're waiting for the last door to get replaced. The park complex equipment is breaking, he is working with the company who installed that 20 years ago, he is attempting to determine if they have equipment to replace it. A leak was discovered in the Community Center ceiling, he has been working with Public Works to get that resolved. The company installing the B Street park equipment are looking to install the week of August 5th. He thanked the library and museum for hosting the campers. The pool staff and Summer Adventure Camp staff has been doing a good job this year. He gave a shoutout to Brookelyn Mosier for her good work as the Summer Adventure Camp Director. He is working on maintaining the staffing for the pool to keep it open until Labor day. The average pool attendance is 90 per day, last year it was 85 per day. On July 25th they will be doing Christmas-in-July at the Pool, August 2nd there will be a movie, August 17th there will be a school supply drive, and on August 31st they're looking to do pool Olympics. He thanked Anna Coffee and her work with the staff.
Carol Clark asked if there was an age limit for the pool olympics? She also asked where people are coming from to attend the pool?
Tyler said that there is not an age limit. People are coming from everywhere.
Kirk Moriarty asked about the vandalism at the IBF, have all parties been identified and dealt with. Tyler said that is correct.
Mark Reinders asked if there is a mechanism for waiving fees for the use of the Community Center. He asked about the ping pong group.
Tyler said that they are grandfathered into it, as long as they set-up and tear-down they are allowed to use the facility for no cost.
Fire Department
Cy Gaul there were 302 calls YTD, there were 20 this month. Station hours for the month were 1,046. Two people received new certifications, Nation Kelly got EMT Certification, and he (Cy Gaul) got Firefighting 1/Hazmat Awareness Operations Certification. Anthony Gaul and Dean Lauters went to the National Volunteer Highlighter Council Training Summit in Buffalo, NY. Anthony also went to a electric/hybrid vehicle train-the-trainer while he was out there as well. Anthony has been out to the National Fire Academy for Command & Control Decision and Multi-Alarm Incidents. On August 6th they're hosting a football injuries class for the area departments. August 8th there will be a class for Bridging the Generational Gap in Fire Service. On August 9th there will be a dedication for the memorial after the PVD Parade. October 12th & 13th a National Fire Academy class will be hosted at the station. November 9th & 10th there will be additional National Fire Academy Classes. Tracy Handke recently completed 20 years of service and Brent Jensen completed 25 years of service. They attended the Family Night at The Market with the Engine and Ambulance. They will be help serving food at CommCon tomorrow night.
Carol asked if the calls are on record to surpass previous benchmarks? Cy said that he doesn't see it slowing down anytime soon.
Police Department
Scott Pack said that there were 3 accidents, 16 arrests, 19 citations, 10 warnings, 0 parking tickets, 2 written citations, and the total calls for service were 161. Last week they were in a pursuit involving Woodbury County, the vehicle was traveling about 130mph and we were blessed they didn't get up to Sioux City. Regarding the recent vandalism at the IBF, he have grabbed everyone involved with that situation, the cameras at the IBF helped. He would like to get with maintenance regarding the cost of the materials to repair it to include it as part of a restitution request. They also participated at The Market and had fun with the kids.
Inspections
Aaron Johnson said that since the last report there are been 48 inspections, 65 permits, and 21 rental inspections YTD. There have been 5 new dwellings YTD, 14 commercial property permits YTD. Midstates Bank is doing an entryway remodel. Joe Yocum is studying for his IPMC test certification. There were 121 sidewalk repair notices sent out as a result of the sidewalk assessment.
There have been 150 permits this year so far, there were 92 permits this time last year. The project costs this year have been about 5.7 million as compared to 2.9 million last year at this time. Permit fees for those projects have been $24,200, as opposed to $13,800 last year at this time. He thanked Amanda from Forever Wildlife Lodge & Rescue, they are a non-profit agency that has occasionally helped with cat problems when animal control is unavailable, he recommended donating to the organization.
Kirk Moriarty asked about a pop machine sitting on a deck on 1st St & E Street. Is that okay with city code?
Aaron said he wasn't sure, he will look at that tomorrow.
Carol asked if there is a timeframe that we have for when Fareway's parking lot will be completed? She also asked if there was push back from the sidewalk notices?
Aaron said that we do not have a timeline. He has received concerns and questions regarding the notices.
Mark Reinders said that he was contacted by some people who received the sidewalk notices, some of the instances were very minor.
Aaron said he asks that they reach out to him personally, he can assess that situation with them. Aaron Lincoln said that the process involves our Safe Routes to School, SIMPCO, and Siouxland District Health do the initial assessment and the letters are sent based off of those.
There was further discussion about concerns pertaining to raised edges on sidewalks and when that should be resolved.
Library
Mary Torgerson said the library had a record month in June with 1,100 people come in the door. There have been 813 this month. A lot of kids books have been checked out and a lot of programs are happening. There were 15 programs in June, 440 kids came to them. There have been 14 programs in July, 289 kids have come to them so far. They received the Fun for Siouxland Grant for technology updates. They ordered a laminator, a desk computer, and four computers for patrons to use. They are seeking sponsors for the Story Walk. Next year Warrior Snow will partner with them to have a flavor associated with the Story Walk. Summer Reading will end August 6th, approximately 717 kids have come in so far this year. The biggest highlights they had were the Insect Zoo that came from Iowa State, the Dinosaur Dimensions, and the Dorothy Pecaut Nature Center. They thanked Community Action Team, Fareway, Pizza Ranch, Culvers, and Texas Roadhouse who all gave contribution to help with programs. In August they will share a salad with the kids - they have various fruits and vegetables growing. They will participate in the Pioneer Valley Days Parade and on Saturday they will do facepainting and possibly making animal balloons. They will do Cookie-with-a-Cop to cover back-to- school safety. They will close August 30th & 31st to do inventory. In September they will do something with the Smokey the Bear mascot who will be turning 80. In October they will do a weeklong celebration of Halloween which will include a pumpkin carving contest.
Public Works
Jason Kvidera said that so far this month there were 57 locates and 100 work orders. He will have two new employees starting in July, which includes a full time employee and one 1,000 hour lineman. They are spraying for mosquitos weekly on Thursday nights. They helped Sioux City with fogging for mosquitos in Riverside and Saturday in the Park as a result of the flood. Steve Harris Construction will be working on the sidewalk from Baywood Dr to Port Neal Road, it will be a 5-foot sidewalk. They're starting to replace meters that were installed in 2008, they change out the ones that no longer provide a read. They've been working on the valves on 1st Street. For the water lines at Dollar General they will no longer have to lower that, which will save us some money. Painting of streets has started, they began at the schools and working their way outward. Street sweeping has been occurring as they've been able to do so. They are working on getting the ditches mowed. The lineman are working on the 1st Street lights so that they will match the east side of 1st Street. August 16th is the deadline to have everyone moved over to underground electric. They are working with V&K and Subsurfco on the stormwater crossing at Dogwood. The Lakeport Rd side of the trail, Steve Harris Construction cut the sidewalk to be 5 feet from the roadway. They hired a subcontractor to do the little walls at the inlets up Lakeport Rd. On the Baker Side they got sidewalk up, Baker and Wilde are torn apart, it's going very well. On 1st Street they're working on the stormwater and sewer portions of the project right now. PCI will be in on Monday to remove and replace the last of the dirt with rock to get the base set and then they will be in to pave that. He had a resident come into his office and ask about the 35mph speed zone being extended south of 1st Street to at least Warrior Rd.
Jon Winkel said that we requested that of the County and that was turned out, but it might need to be revisited at some point.

He has adequately met the requirements in the past, so I am requesting conditional approval if he meets the requirements of all Departments and the Iowa ABD.

7.DISCUSSION/ACTION ITEMS:
7.aUpdate from the SBL School Superintendent Chad Janzen
Chad Janzen thanked the Fire Department with a help with a cat that was stuck in the soffit of the weight room. He discussed the status of the district facility planning including the potential city/school partnership on the east campus project. They went to The Market last night to collect signatures to get the bond on the ballot. He will provide an update at CommCon tomorrow night.
7.bRequest by the Owners of 602 Jace Road for City Council to consider entering into an encroachment agreement to allow their existing retaining wall to remain in the City right-of- way
Jim & Donna Carlin came to request an encroachment agreement to allow their existing retainage wall to remain in place.
Sarah Kleber, City Attorney, described how an encroachment agreement would work and the conditions that she suggested should apply.
There was extended discussion between the Carlin's, City Council, and City staff in which the following topics were discussed:
The staff recommendation to move it due to the utilities being located underneath the wall.
That the wall did not require a permit.
Restrictions that could be required with an encroachment agreement.
The variance allowed by the Board of Adjustment for the east side of the wall in the drainage easement.
The unusual shape of the lot.
The Carlin's comments including: The wall prevents mud getting on the sidewalk, it would be difficult to mow on a slant, their desire to do the process correctly, it was a misunderstanding that they thought they received permission after discussing the proposed wall with city staff members, that they think they could move the blocks quickly if there was a sewer line issue, and neighbors have no problems with the wall.
The previous approval by the City Council which allowed them to move the sidewalk.   The cost of moving the wall.
The timeline events.
Various Council members concerns including: Setting a precedent, the need to access the utilities, previous residents who were required to move their fence for an intake, owners should be knowledgeable of landscaping issues when they select the lot.
The City Council declined to act on the request, the stop order and order to move the wall will remain in effect.
7.cPotential Action to Approve Request from Police Chief to apply for MRHD Grant
Scott Pack said that they will apply for a police interceptor. They have a "B option" being proposed that could allow them to purchase a used vehicle depending on the amount of the grant.
Motion by Ron Hanson, seconded by Andrea Johnson to Approve the Request from the Police Chief to apply for the MRHD Grant.

No action was taken, the pay estimate was not yet available.
7.fPublic Works Update on Kiwanis Pond 
Jason Kvidera said that the liner is ordered and set to be installed in late September. The recent heavy rain has eaten a large hole into the inlet to the pond. DGR Engineering is preparing a plan to repair it. We are working with Barcon to determine how quickly we can get this done. He described previous attempts to inhibit erosion to the inlet and a recent trench they've created to minimize the problem.
Jon Winkel expressed a desire for fencing to protect the public from the dirt sloughing off. Jason said they will look at options.
Ron Hanson stated that this would have happened regardless of the pond plans.
Mark Reinders expressed concerns about additional money being put into the pond.
7.gDiscussion and Potential Direction regarding an Ordinance Permitting Golf Carts on City Streets
Brent Rosendahl, Assistant Police Chief, expressed that he does not support having golf carts on city streets. Concerns mentioned including lack of break lights, no turn signals, no seat belts, and if they are "souped-up" to go faster than 20mph they become official motor vehicles according to NISA and shouldn't be on the trail. If Council did pass an ordinance to allow them, he recommended that they are only allowed on certain places to get from point A to point B.
There was discussion about keeping availability to certain routes, the concern that people would want to drive around in other areas.
Aaron Lincoln expressed that it had been previously discussed an area where golf carts could be limited to is in Serenity Estates and for the trail to Green Valley.
Council was agreeable to the staff discussion but no formal direction was given.
8. RESOLUTION(S):

10. ADMINISTRATOR'S REPORT:
Aaron Lincoln confirmed with City Council that they would want to participate in the Pioneer Valley Days parade.
They will participate. Kirk Moriarty then left the meeting at 7:17 pm.
Aaron also said that for the development on 1st St & S Lewis, there will be a rezone and a development plan to be reviewed by the City Council on August 6th and then August 13th at City Council. The Wastewater Treatment Plant design meeting is on Thursday. The Sioux City Regional Convention & Visitors Bureau will be on the next agenda.
11. COUNCIL MEMBER'S REPORTS & COMMENTS:
Carol - have had a few people complain to her about the amount of feral cats in Camelot and Oak Hill. Tomorrow the 24th, 24 on 24, Dan Hosper's famous trash pickup day. Her and her husband are building a new home, bad news is that home is not in Sergeant Bluff and will not be able to fill her full Council term. She will still be involved in the community programs and events.
Andrea - Reiterating from Tyler's report, get registrations in for fall sports. Staff needs time to figure out coaches, all the things they have to do. CommCon tomorrow and Fire Department will grill out. Ask that we support by coming to their dedication of their memorial on August 9th after the parade.
Farmers market - thanks to all for coming. A lot of people came to talk about the school's plan at Chad's booth. Anybody that wants to talk to the school, please give Chad Janzen a call, he is willing to talk to anybody at anytime. Got to attend a SIMPCO meeting.
Ron - Pioneer Valley Days golf outing turned out really good. Everyone handled it well. Cleanup - noticing - railroad and long lines storage lot would get cleaned up along the tracks. Safety - since may storm, roofers and siders in town, be careful. congestion in some streets.
12. MAYOR'S REPORT:
Jon Winkel encouraged everyone to come out to the Fire Department memorial unveiling. Please come to CommCon. He also said that kids are starting to have practice, scooters are zipping around town, lets finish summer with a safe record and be safe.
