REGULAR MEETING

Mayor Nelson opened the regular meeting of the Salix City Council at 7:00pm on Wednesday, September 9, 2026. Council members present: Gene Monk, Denise Burkhart, Emily Clayton, Brenda Smith-Hansen, Tim Skidmore
Others present: Ashley Mareau, Ed Colyer, John Hines, Nathan Overberg (via phone call) with Ahlers Cooney, Chad Kehrt.
• The Woodbury County Sheriff Report was reviewed by the council and Deputy Luesebrink.
• Resolution 2026-18 Res. Establishing Rules for Decorum for Council Meetings was motioned by Clayton, Smith-Hansen seconded. Roll count vote: Monk (aye), Skidmore (aye), Clayton (aye), Smith-Hansen (aye), Burkhart (aye). The resolution was approved.
• Resolution 2026-19 Res. approving Street Finance Report was motioned by Burkhart, Skidmore seconded. Roll count vote: Monk (aye), Skidmore (aye), Clayton (aye), Smith-Hansen (aye), Burkhart (aye). The resolution was approved.
• Mayor Nelson opened the Public Forum. Hines spoke briefly about rules of Public Forum. 11 people spoke during the Public Forum.
• Colyer spoke of only having all water meters installed. Ordered Fire Dept.’s meter, should arrive Friday. Also spoke of leveling out area where branch pile was from storm. Need to bring in more dirt.
• Monk brought up the possibility of turning the ball field into a dog park. It is not being utilized, would the city consider a dog park instead? Monk requested to add to October agenda.
• Clerk spoke of Viking Industrial Painting wishing to offer a Maintenance Agreement with Salix. Wishes to have a meeting with Council. Council asked to obtain figures for agreement, then go from there. Will have V&K give their input on the need for painting the exterior at this time.
• Mayor/Council had no updates.
• Engineer Kehrt spoke of leak in Aspen Lift Station. Plan on digging it out, resealing connections, then placing pumps.
• The Consent Agenda was approved on motion from Clayton. Skidmore seconded. All ayes, motion carried.

c. Approval of August’s Council Meeting Minutes
d. Approval of Public Works reports
• Council discussed July 8th meeting minutes. Clayton motioned to approve minutes. Smith Hansen seconded. Monk and Skidmore disapproved. Clayton, Smith-Hanse, Burkhart approved. July 8th minutes were approved as published.
• Skidmore motioned to table approval of MOU with Google until October’s meeting. Monk seconded. All council was in approval of reviewing and re-discussing MOU in October.
• Burkhart wanted to discuss ordinance discussions for the future, and how we go about doing so. Clerk will gather items needing added to an ordinance and send into SIMPCO to prepare a draft. Then council will start gathering input from the public to add to said ordinance draft.
• Burkhart motioned to approve Annual Finance Report for FY ending June 30, 2026. Clayton seconded. All ayes, AFR was approved
Salix Drainage District Updates
Kehrt spoke of storm drains being jetted out. Video of drains should be available soon. Clerk asked Kehrt of any updates on incorrect calculations of assessments for drainage work from Woodbury County. Still working through that.

The meeting was adjourned at 8:37 pm by a motion from Clayton and seconded by Monk. All ayes. Meeting adjourned.
