REGULAR MEETING
December 10, 2025
Mayor Nelson opened the regular meeting of the Salix City Council at 6:58pm on Wednesday, December 10th, 2025.  Council members present: Karen Allen, Denise Burkhart, Cindy VanAuken, Emily Clayton, Nick Black. Others present: Ed Colyer, Public Works, Chad Kehrt, V&K, Ashley Mareau, Clerk, Gene & Linda Monk, Brenda Smith-Hansen, Kathy & Andy Brouillette.       
• The Council reviewed The Woodbury County Sherrif’s Report
• Colyer spoke of Water Meter Installation process. Not many are responding to his requests to install. Council recommended Clerk send out a reminder, with a checklist for them to choose which time might work.  Colyer is working on getting the Lagoon rid of the trees around it. 
• Mareau asked department heads to continue looking through the ordinances for updates. Asked them to consider their 2027 Budget needs. Mareau also reviewed the Badger Website with council.
• Mayor Nelson spoke of employee reviews, Proclamation to Karen Allen and Cindy VanAuken for their time given to our City the past 4 years plus. Nelson also spoke of re-routing Westwood school bus to Poplar Street to exit Salix.
• Kehrt spoke of Oak St. grinding updates, will be completed as weather allows. All lift stations working as they should be. Will speak to the developer for Aspen Lift Station. Kehrt also spoke about a generator grant he is working with Mareau on. Plans to meet with Mareau and Montino to discus generator and grant options for it.
• Burkhart motioned, Clayton seconded, Resolution 2025-14 approving employee wages for 2026. All ayes, motion carried.
• VanAuken motioned, Burkart seconded, Resolution 2025-15 waiving approval of subdivision. All ayes, motion carried. 
• The Consent Agenda was approved on motion from Clayton and seconded by Allen. All ayes, motion carried.

c.  Approval of November 12th Regular Council Meeting minutes.
d.  Approval of public works reports.  
• New Council Members Gene Monk and Brenda Smith- Hansen took their Oath of Office. Decided upon Departments. Monk will take over Park, Smith-Hansen will help with a new Community Development Department. 
• Clayton motioned to approve a liquor license for Walker’s.  VanAuken seconded.  All ayes, motion carried. 
• Council wages for 2025 were approved on motion from Burkhart, seconded by VanAuken.  All ayes, motion carried. 
• Burkhart motioned to approve appointment of Linda Monk to Board of Adjustments, Molly Nelson to Planning and Zoning Board. Seconded by Clayton, All ayes, motion carried.
• Brouillette asked Council to review the needs they had reported earlier in the year for FY26, still needed? Consider new budget needs for FY27.
• The Siouxland Humane Society Agreement was approved on motion by VanAuken, seconded by Burkhart.  All ayes, motion carried. 
• ICAP grant purchases were approved by VanAuken, seconded by Clayton, all ayes, motion carried.
SALIX DRAINAGE DISTRICT: 
• Classifications should be completed next week. Will present findings at January Council Meeting. Working on having the Public Meetings for Drainage District on the same night. Will open bids for camera work and ditch clearing then too.
• Clayton motioned to approve Resolution 1-2025 Authorizing Employment of new Drainage Attorney. VanuAuken seconded, All ayes, motion carried. 
Revenues received by fund for October 2025: 
General: $9,502.34, Road Use: $2,658.83, Employee Benefits: $341.16, Local Option Sales Tax: $0.00, Debt Service: $1,775.81, Water: $12,570.70, Water Sinking: $3,530.00, Sewer: $2,617.00, Sewer Sinking: $448.33. Total Revenues: $33,444.17
The meeting was adjourned at 8:45pm on motion from Burkhart and seconded by Clayton.
