1. CALL TO ORDER:
Mayor Jon Winkel participated by phone and called the budget workshop to order.

2. DISCUSSION/ACTION ITEMS:
2.aFY 25-26 Budget Meeting #1 - CIP, Personnel, Tax Levy Process, Budget Schedule
Mayor Winkel discussed that the first workshop is bigger picture view and that more details to individual departments will be examined in the upcoming workshops.
Budget Schedule was formalized for remaining Workshops.
Kvidera discussed the property tax levy process and compared the calculation for last fiscal year with the FY 2026 budget calculations. The details of assessed valuations, debit limit, general fund levy, special levies, and total property tax collections was reviewed.
Kvidera explained current and proposed capital projects for general fund operations and utilities. Included was the existing cash balances in each fund, cash reserves policies, and impacts to future projects and operations.
Kvidera discussed full time personnel and potential wage levels. Details to each department's personnel needs will be addressed during their respective budget presentations.

Motion by Kirk Moriarty, seconded by Mark Reinders to Adjourn at 6:48 pm. Motion Carried. [Unanimous]
