6. DISCUSSION/ACTION ITEMS:
6.aMayor to Appoint Andrea Johnson as Mayor Pro-Tem 
Ron Hanson announced that he has selected Andrea Johnson as Mayor Pro-Tem.
Motion by Shari Zenor Kiple, seconded by Ryan Panowicz to Affirm the Appointment of Andrea Johnson as Mayor Pro-Tem.

6.bProclamation: National Human Trafficking Prevention Month
Meredith Layman appeared on behalf of the Siouxland Coalition Against Human Trafficking. She thanked the City Council for issuing a proclamation for National Human Trafficking Prevention Month. She explained that nationally in 2023 there were 30k calls made to the hotline, nearly 17k victims and survivors were involved with human trafficking cases, of those cases 2,500 involved minors, 935 cases involved U.S. Citizens, and 1,100 involved foreign nationals. It's an issue that is important locally as well.
Kirk Moriarty asked for local statistics.
Meredith didn't have Iowa statics on hand, but she provided some from South Dakota. In South Dakota there were 53 calls made to the hotline, 23 calls were from victims and survivors, the type of calls included sex and labor trafficking. They were a mix of adults and minors. The victims were primarily female, but males were involved as well. She will send to the Council information pertaining to Iowa.
Ron Hanson discussed Lilia Mae's house in Sioux City which houses individuals victimized by sex trafficking.
Information will be distributed via social media.
6.cAppeal Hearing for the Denial of Rental Certificate Renewal Report Issued to 605 4th Street Ron Hanson said that the recommendation from the City Attorney was to table the appeal the hearing to a future date due to the Rental Inspector who processed the findings not being able to attend tonight's meeting. Future date will be either January 27th, February 10th, or a special meeting set by the Mayor.

6.eDiscussion and Potential Approval of Resolution 26-02 Addition of No Parking Zone on a Portion of Golden Drive
Aaron Lincoln had collated comments received from the public and provided those to the City Council. Most comments expressed support for doing something. There was one comment received that was addressed by the Fire Chief and one neutral comment. He explained that current subdivision standards require streets to be 31 feet wide unless it's a Planned Unit Development with no parking on either side, but old standards allowed streets to be 27 feet wide. City staff provided two potential recommendations. One staff recommendation was to prohibit parking on the westerly and southerly sides of Golden Drive from 100 feet north of the curve and 200 feet east of the curve. A second staff recommendation was to prohibit parking on the westerly and southerly sides of Golden Drive from Ruby Court to Silver Lane.
Chad Kehrt, 121 Golden Drive, explained that he has lived there 12 years. He has rarely seen anyone park on the curve. The parking over the years has changed, especially from his property and going east. He doesn't agree that parking needs to be removed around the curve. If it is restricted he would rather have parking restricted on the south side. He believes that if parking restricted it should be restricted across the entire stretch of the street so that it doesn't push the problem elsewhere. Removing traffic from one side of the street will increase traffic speed.
There was extended discussion between the Mayor, City Council, City Administrator, Public Works Crew Chief, and Police Chief.
Items discussed included:
  If snow plows can't get through, vehicles are ticketed and towed if necessary.
  The streets get more narrow when there is snow and ice buildup in the winter.
  The difficulty of emergency vehicles to access the area year-round.
  Concerns addressed by residents in the past.
  The possibility of restricting parking on the entire street on one side.
  If the entire street is restricted, whether to restrict parking over to Silver Lane or Port Neal Road on the east side and whether to go to Ruby Court or Topaz Drive on the north.
  The possibility of restricting a smaller portion of the street and expanding if necessary.
  The congestion typically being on the east portion of Golden Drive and not the curve.
  The difficulty of making it through the street when it's congested.
  School event traffic increases congestion on the east side.
  Whether the ladder truck should be used as a criteria for this street and other streets.
Motion by Mark Reinders, seconded by Kirk Moriarty to Approve RES 26-02 Addition of No Parking Zone on a Portion of Golden Drive with a designated no parking zone on the westerly and southerly sides of Golden Drive from Topaz Drive to Port Neal Road.
Motion Carried. [Unanimous]
6.fCouncil Approval of Staff Recommendation to Hire K&W Coatings, LLC to Perform Restoration Work for the Small Water Storage Tank
Aaron Lincoln explained that these are the tanks behind Oak Hill. There is a funding source for the restoration project. Jason Kvidera and himself met with Dan Hospers and Jesse Hansen with the Water Plant to discuss whether to replace the tank or restore it. He described the various work that would need to be done to the tank to comply with the inspection. Staff recommends approving the restoration work in the amount of $228,500. Replacing the tank would be $500k-$750k.
Andrea Johnson asked how many years the rehab would add to the tank?
Aaron said that it would add 60-75 years. He reviewed the bid and the options that were available as part of the rehab process.
Mark Reinders asked when it would start?
Aaron said that it will be scheduled to get them here as soon as we can. It needs to be done by summer when we hit our peak water usage.
There was discussion about how the inspection works, city water usage, capacity of our tanks, and the type of repairs that are needed.

7. RESOLUTION(S):
7.aResolution 26-01 Setting a Public Hearing for a Proposal to Exchange Land Between City of Sergeant Bluff and KARS Investments LLC
Aaron Lincoln explained that a few years back the City Council approved a land exchange that would exchange our former Police Department building and 6 acres of Dogwood for the building to the east of the current City Hall, green space, and a storage facility that was being used by Long Lines. Before the transaction was complete there were some developments that fell through by the entity the City was going to exchange property with. A new agreement has been made just for the building to the east of City Hall in exchange for the old Police Department building if we put in a sand and salt separator. The agreement has changed enough that the attorneys for both entities recommended that we go back through the public process and have a public hearing on the new exchange agreement.
Mark Reinders asked what the building will be used for?
Aaron said it will be for records storage, the Inspections office, and the Police Department will use the north part and the wash bay.
The public hearing will be January 27th at 5:30 pm.

8. ADMINISTRATOR'S REPORT:
Aaron Lincoln said that he sent a note to Kelli O'Brien with the Union Pacific regarding the concerns for the north three crossing intersections. Staff had an electrical distribution meeting regarding the Old Town and Camelot circuit and upgrades, converting the overhead to underground from Warrior Road to South D Street, and the Warrior Road, Port Neal, and Camelot tie-in. On February 12th we'll be receiving bids on the contract work. There will be Budget Meetings on the 19th and 26th. Aaron let the Council know that City staff can do tours of any of our facilities. He will be sending a letter to Warrior Snow to cancel the agreement and give them a time frame to remove the building.
9. COUNCIL MEMBER'S REPORTS & COMMENTS:
Mark Reinders let the Police Chief know that a police car was parked on the bike trail, he received a comment from the public concerned about a heavy police vehicle parked on the cement that could be damaged.
Shari Zenor Kiple thanked the Fire Department and Police Department for providing to her tours of their facilities.
Kirk Moriarty asked for an update regarding the scooter ordinance.
Aaron Lincoln said a document has been submitted to the City Attorney and Police Chief to review.
Andrea Johnson welcomed Shari to the City Council.
