6. DISCUSSION/ACTION ITEMS:
6.aPresentation of Eagle Scout Project for Free Frisbee Dispenser for the Frisbee Golf Course and Potential Approval by City Council
Cooper Lindberg, member of Eagle Scouts Troop 221, appeared before the City Council. His project to provide a free frisbee dispenser. This would be placed at Pole 1 of the Frisbee Golf Course. It would be made out of wood and would have frisbees inside of it and people could take one out and return it. People could also donate their old ones to restock it.
Andrea Johnson asked when he would be able to complete it. Cooper said his goal is the end of the fall.
Shari Zenor Kiple asked where the idea came from. Cooper said that his father loves frisbee golf.
Mark Reinders asked if he will be stocking it.
Cooper said he will stock it initially but he hopes people from the community will stock it with their own frisbees.
Motion by Andrea Johnson, seconded by Shari Zenor Kiple to Approve the Eagle Scout Project for a Free Frisbee Dispenser for the Frisbee Golf Course.
Motion Carried. [Unanimous]
6.bORD 777 An Ordinance Deleting Property from the Tax Increment Financing District for the Consolidated Sergeant Bluff Urban Renewal Area of the City of Sergeant Bluff, Iowa, Pursuant to Section 403.19 of the Code of Iowa (First Reading)
Jason Kvidera explained that there is a 20-year limit on the TIF abatement at Dogwood that can be offered to businesses. The TIF can be removed and reinstated to restart the 20-year limit. The goal is to help get development and provide property tax dollars to the City.

6.cPotential Council Action to Waive the 2nd and 3rd Readings of ORD 777 An Ordinance Deleting Property from the Tax Increment Financing District for the Consolidated Sergeant Bluff Urban Renewal Area of the City of Sergeant Bluff, Iowa, Pursuant to Section 403.19 of the Code of Iowa
Ron Hanson referenced a letter to the City Council from legal counsel, who prepared the TIF ordinances, which encourages the City Council to waive readings to ensure that the ordinances can be effective before January 1, 2027.
Jason Kvidera said that the request to waive readings is to meet the timeline to be effective before January and to maximize the taxable dollars that the builders can get and so that we have the necessary tax dollars to get projects done down there such as getting our water mains installed.
Andrea Johnson said that she does not like enjoy waiving readings but provided reason is a valid one.
Shari Zenor Kiple agreed.
Motion by Kirk Moriarty, seconded by Andrea Johnson to Waive the 2nd and 3rd Readings of ORD 777 An Ordinance Deleting Property from the Tax Increment Financing District for the Consolidated Sergeant Bluff Urban Renewal Area of the City of Sergeant Bluff, Iowa, Pursuant to Section 403.19 of the Code of Iowa.

6.dApproval of Pay Estimate #2 to Builders Electric for the 2026 Electric Distribution Improvements Project in the Amount of $54,416.62
Jason Kvidera said that Builders Electric is the group we hired to come down and do four projects, this will be the second pay estimate. They are moving along very well. Today they set the cabinet down by the solar field and the Rec Complex to power the water plant and solar field. They have set cabinets on Warrior Road. Another is at the First Street crossing. They've been good to worth with.
Motion by Mark Reinders, seconded by Kirk Moriarty to Approve Pay Estimate #2 to Builders Electric for the 2026 Electric Distribution Improvements Project in the Amount of
$54,416.62.
Motion Carried. [Unanimous]
6.eRES 26-23 Resolution Setting Date for Public Hearing on Urban Renewal Plan Amendment for the Consolidated Sergeant Bluff Urban Renewal Area
Jason Kvidera said that the ordinance that was just approved pulls out the Dogwood TIF area, this resolution sets a date for the ordinance to put it back in.

6.fRES 26-24 Resolution Setting Date for Public Hearing on Designation of the Expanded 1st Street Corridor Urban Renewal Area and on Urban Renewal Plan Amendment
Jason Kvidera said the goal is extend the1st Street Corridor further down Highway 75 to incorporate the H&R building and the eye clinic.
Andrea Johnson asked if it will overlap?
Jason Kvidera explained that it will. Regarding the old MCI Building, when the taxes are brought in, anything extra that they have can go to anywhere else in that same area. For example, if they're 90% for 3 years, there would be 10% available to use at another location. There are a lot of projects in that area that we're going to use the money for.
Mark Reinders asked if it would extend their timeline? Jason said that it will not.
Motion by Shari Zenor Kiple, seconded by Mark Reinders to Approve RES 26-24 Resolution Setting Date for Public Hearing on Designation of the Expanded 1st Street Corridor Urban Renewal Area and on Urban Renewal Plan Amendment and set the date to November 10, 2026.
