4. CITIZEN'S INPUT:
Sandra Morgan - 302 Prairie Bluff Drive, HOA President at Baker Prairie Bluff, explained that they are experiencing more traffic in their area after the completion of Kwik Star (more children, cars), she is requesting that a stop sign be erected at Lindgren Way and Prairie Bluff Drive. She stated that there are currently no speed limit signs on the road and she would like to see that as well. She asked if it was permissible to have green driveway signs to alert people of pedestrians and children. Chief Muller said that is up to the development.
Sandra asked about some paving that is bad on Baker Drive. Jason Kvidera said that the asphalt corrections should be done this Fall.
Sandra expressed concern about no street lights on Baker Drive, she felt it was unsafe, it's very dark. Sandra asked if the railroad tracks that cross first street been addressed at all? Andrea Johnson said that Union Pacific came in and fixed what they deemed to be their responsibility to fix.
Sandra asked about the utilities/cabling that come out near the bank, she asked for clarification regarding what that was? Aaron Lincoln said that we have to tie the Old Town electric circuit over to Kwik Star and into Jan Harman's development. We're waiting for electric cabinets etc. to be delivered, and it could be spring before that is resolved.

6.dCouncil Action on Baker Prairie Bluff LLC Phase 2 Planned Unit Development (PD) and Approval of Plan with Potential Conditions
Aaron Lincoln explained that staff went through the application with the Planning & Zoning Commission, various questions were addressed. There were two different Design Review Committee reports/reviews, the developer has done everything we've asked them to do. The next step will be submit engineering plans for streets and utilities built to city specifications. The regional stormwater storage needs are met with the existing pond, the pipes will need to be installed. The minimum street width for a standard subdivision is 31 feet wide, but because this is a Planned Unit Development a 27 foot wide is permitted in the cul-de-sac with no parking signs, this was done on phase 1 of the project as well. The City will provide electric but there will need to be an electric easement between the cul-de-sac and the Kwik Star property. Staff's recommendation is to approve the plan as presented including the P&Z recommendation and DRC report findings.
The Mayor and City Council discussed with Jan Harman (Owner), Dean Lafrenz (Project Advisor), and Scott Gernhart (Design Engineer) the following items:
- The developer believes that 4th Street extended is a regional through street road and is requesting that the City pay for the street extending 4th Street to the residential development, which includes the area though Affordable Self Storage and an additional approximate 300 feet to the intersection of 4th Street and Mather.
- The developer is willing to front the cost for the street extension with the goal of having the City reimburse the developer in future years.
- Mayor discussed whether the extension was in the City's interest or the developers interest for a potential thru street, and what is typical to past residential incentives.
- The Fire Department will have input in the Development Agreement discussions regarding the street layout.
- The developer plans do a looped road during Phase 3 to provide redundant traffic ways through the area.
- The narrowing of the existing 4th Street west of the project area.
- The location of where the first units will be built for Phase 2.
- There would be approximately 7 stop signs from Old Lakeport to S Lewis Blvd and treated as a residential area with a reduced speed limit and no thru trucks.
- Items for potential cost share between the Development and the City will be determined in the future through a Development Agreement.

6.eCouncil Discussion of Potential Development Agreement Items for Baker Prairie Bluff LLC Phase 2
Aaron Lincoln described typical elements of a development agreement and was seeking direction on items. A copy of the plan and the notes for development agreement items was shown on the video screen. Many of the details of paving and utility cost sharing was discussed in the previous agenda item.
There was no direction given from the Council regarding Development Agreement.

8. ADMINISTRATOR'S REPORT:
Aaron Lincoln said that the Planning & Zoning Commission recommended some zoning ordinance changes which will be brought for consideration at the next City Council meeting. The Highway 75/220th Street water main project should be starting this week once the Contractor has materials in. We are looking at getting the C Street and West Ridge Road design contracts for the next meeting. We'll be bringing the finalized development agreement for R Perry's project, we'll have to set a public hearing date. We're working on the Warrior Business and Sergeant Bluff Eye Care TIF area, we'll have to amend the map to include those. We receive bids for the Trees Please grant, we were previously looking to plant them in the spring but we will need to plant them in the fall, he may reach out to the Council for a consensus between meetings to order them. We're looking at some flowering trees (not fruit bearing trees) to be placed on the first three D Street medians between 1st Street and 4th Street, with the other medians being considered for a future year.
9. COUNCIL MEMBER'S REPORTS & COMMENTS:
Ryan Panowicz stated that now that school is open, he has noticed kids cutting through the Pub 52 parking lot and going across the street by Fareway on electric scooters. Kids are taking the easy route but the crossing sign works fine.
Kirk Moriarty continued to express safety concerns related to scooters. There was a good point stated on social media that we have regulations for golf carts, but not for scooters. They're not going away.
Andrea Johnson said that there has been a lot of discussion about scooters on social media. We are aware there is a problem. The City Administrator has been looking at what other cities have done, and what is feasible for our Police Department to do. We hope people are talking to their children about it. She also said that the election will be coming up, she encouraged everyone to vote and get an absentee ballot if you aren't able to vote on election day. She is hoping to host a meet-and-greet at Hawks Coffee for those interested in talking to people who are seeking election.
10. MAYOR'S REPORT:
Jon Winkel reiterated that he is not running for Mayor this year, we have a great candidate in Ron Hanson who served on the City Council for 16 years. Regarding the issue pertaining to electric scooters, he would like our City Attorney to look into the possibility of having scooters prohibited from being on roads. They could be on sidewalks, trails, and marked crossings. We might even require them to walk the devices across the crossings.
