Danny Christoffers stated that he made some corrections to the minutes of August 9th that were send to the City Council.
Motion by Kirk Moriarty, seconded by Carol Clark to Approve the minutes of the August 9, 2024 Special Meeting and the August 13, 2024 Regular Meeting.

4. CITIZEN'S INPUT:
Joe Rose, 300 Prairie Bluff Drive, stated that he saw an article about the Plywood Trail which stated that the trail ended in Sioux City and didn't mention the portion of the trail in Sergeant Bluff.
Jon Winkel discussed the status of the trail in other communities. He believes that was an error by the media.
Ron Hanson expressed concern that the homepage for the trail doesn't mention Sergeant Bluff in it's description of the trail.

7. DISCUSSION/ACTION ITEMS:
7.aAppointment of Sergeant Bluff Library Board Members - Lisa Lauters effective immediately for Position #5 (Term Expiring 6/30/25) and Alicia Elder effective October 2024 for Position #6 (Term Expiring 6/30/2025).
Motion by Ron Hanson, seconded by Carol Clark to Appoint Sergeant Bluff Library Board Members - Lisa Lauters effective immediately for Position #5 (Term Expiring 6/30/25)* and Alicia Elder effective October 2024 for Position #6 (Term Expiring 6/30/2025).
Motion Carried. [Unanimous]
*The agenda item and action indicated that Position #5 has a term end date of 6/30/2025, that correct term end date for Position #5 is 6/30/27
Andrea Johnson asked if there is a limit to the number of terms that can be served.
Mary Torgerson said that there is not, they will keep them as long as they'll continue to serve. Additionally she said that Judy Monson will be the liaison to do programming between the Museum and the Library.

7.gSpecial Event Permit: Brookshire Court Block Party
Andrea Johnson asked if the homes on the block had been notified. Danny Christoffers confirmed that was expressed to him by the applicant. Ron Hanson indicated that he had also received notification.
Motion by Andrea Johnson, seconded by Carol Clark to Approve Special Event Permit: Brookshire Court Block Party.
Motion Carried. [Hanson-Abstained]
8. ADMINISTRATOR'S REPORT:
Aaron Lincoln said that there was a preconstruction meeting for the S Lewis Blvd stormwater project by Serenity, they will start after Labor Day, they will be boring underneath the street. The First Street Construction project had an update, there will be 2 weeks of utilities, 1 week of grading and subgrade, and then paving the rest of the mainline. A rezoning application has been filed to rezone the commercial area down by Serenity. The former Unity Point Clinic will now be an apprenticeship school for the Sioux City Electric Union. He attended the wastewater plant meeting, he will be involved with interviews for selecting the construction manager, there are some lift stations that need to be replaced that were not part of the original plan that may result in an additional impact on rates. He has fielded calls about whether or not Kwik Trip is still coming in, he confirmed that it is still moving forward.
9. COUNCIL MEMBER'S REPORTS & COMMENTS:
Kirk Moriarty had a meeting regarding the beautification project of C and D Street. They are trying to meet the deadlines of some grant opportunities. He proposed the idea of having an additional cleanup week between April and November, perhaps in August, due to summer projects people have going on. Jason Kvidera expressed some concern about the time his staff would need to spend up there during their busier summer months.
Carol Clark explained that she hopes we can better communicate that people can buy tickets to take non-yard waste up during the season and citizens can purchase a tag to put on a garbage bag to be picked up by the garbage company.
Carol said that she has heard a lot of good compliments about the First Street project but when she exits from Windsor Way onto 1st Street people are going very fast, there used to be a stop sign there.
Jason said that we could place a temporary sign there.
Kirk asked if there will be a safety cable along the trail?
There was discussion about safety measures that could be taken in that area and in other areas of town where people are speeding.
Mark Reinders thanked Dan Hospers for organizing the 24on24 cleanup event and Aggies for providing lunches. He appreciates the volunteers and the good work done.
Andrea Johnson said that Big Bash will be October 12th, she encouraged people to get their tickets and tables. This year's them involves a tailgate. She encouraged everyone to support the Warriors in fall sports.
Ron Hanson expressed condolences to Aaron Johnson on the recent passing of his mother. Please be careful with kids around town now that school is back in session. The Warrior Rd sidewalk is close to being completed, it looks nice.
10. MAYOR'S REPORT:
Jon Winkel expressed condolences to Johnson family. He appreciates the City Council's focus on safety in the community.
