4. CITIZEN'S INPUT:
Kent Carper, Candidate for Woodbury County Supervisor District 1, introduced himself to the City Council. He has been married to his wife for 26 years, he was born in Spencer and grew up on family owned farms. He was in the Army National Guard for about 16 years, he was a medic and nurse in the National Guard. He has been a nurse for 32 years, his wife and himself owned two small businesses in Sioux City. His four areas of focus are: veterans, farmers, balancing the budget, and medical facilities in the county.
Michelle Skaff, Candidate for Woodbury County Auditor, she has 8 years of experience as Deputy County Auditor. She described her past interactions with City staff. She described her 28 years in public service which included: 911 Operator, Law Enforcement Intelligence Network Coordinator, Emergency Management Coordinator. She described her campaign efforts. She encouraged everyone to watch the debate on YouTube hosted by the League of Women Voters and the Rotary Club debate will be posted on her Facebook page.
  Carol Clark asked her about ideas she may have to recruit or keep poll workers?
Michelle wants to use social media as a resource to spread the word. She would also like to look at having retired law enforcement officers to assist in election work.

7. ORDINANCE(S):
7.aORD 755 Amend the Zoning Map of the City of Sergeant Bluff (Rezone Property AR to BG) Third Reading
Motion by Andrea Johnson, seconded by Ron Hanson to Approve ORD 755 Amend the Zoning Map of the City of Sergeant Bluff (Rezone Property AR to BG) Third Reading, Motion Carried. [Unanimous]
Andrea Johnson wanted to reiterate that the developer offered to not use this property for things like a gas station, fast food, or a hotel.
Jon Winkel expressed disagreement with adding restrictions on top of the zoning ordinance. He was concerned about a precedent being set.
There was discussion about how agreements placed by covenants or self-imposed private agreements cannot be enforced by the City and would not impact future property owners.
7.bORD 756 Amending Chapter 35 of the Code of Ordinances Relating to the Fire Department (First Reading)
Motion by Carol Clark, seconded by Kirk Moriarty to Table ORD 756 Amending Chapter 35 of the Code of Ordinances Relating to the Fire Department until the next meeting. Motion Carried. [Unanimous]
8. ADMINISTRATOR'S REPORT:
Aaron Lincoln said that Jason Kvidera and himself working with IEDA on the energy loan program to put a combined grant funding source for our infrastructure that we need to expand. The Auditors will be here next week, staff will be busy assisting them with their requests. The Siouxland Initiative annual luncheon is on the 18th. Ron Hanson and himself are attending. Serenity Estates will be having a groundbreaking ceremony on October 21st at 11am. A T-Mobile grant request has been submitted for the trees along B Street. Jason and himself are working on Public Works ordinances related to mailboxes, trees, and sidewalks. Chad Janzen brought in a posterboard with information related to the upcoming School Bond election, there will be two more open houses occurring on October 16th at the 3-5 building at 6:30pm and one on October 28th at the Primary building at 6:30 pm.
Andrea Johnson said that Chad Janzen will also be at different locations at town to answer questions and receive feedback on the School bond.
Aaron said that Boyd Harman, husband of Jan Harman passed away, they were married 49 years.
9. COUNCIL MEMBER'S REPORTS & COMMENTS:
Mark Reinders expressed that he appreciated the City sharing school bond information. He complimented the City staff for moving forward with the trail expansion.
Kirk Moriarty asked if the sidewalks on E Street had been looked at?
Jason Kvidera said that staff is attempting to determine what things can be done.
Kirk wanted to remind the public not to blow leaves into the street to help keep the storm sewers open
Carol Clark wanted to remind people to read the educational materials sent out by the school on the school bond. She also stated that she only has a few council meetings left since she is moving to Sioux City, she encouraged who may be interested in the upcoming open Council position to reach out to the Mayor.
Andrea Johnson said that tonight is the Vocal Pops Concert at the high school. She had a conversation with Jerry Logemann and they are in need of volunteers to help with the museum and with the community garden.
Ron Hanson extended his sympathy to Jan Harman's family. He also said that the City is always looking for volunteers for city related groups.
10. MAYOR'S REPORT:
Jon Winkel asked everyone to keep Jan Harman in their prayers due to Boyd's death. He also wanted to stress the importance of taking safety precautions in the city with kids running around and the ongoing construction.
