4. CITIZEN'S INPUT:
Rebecca Greenway, Northland Public Finance, introduced herself. She is a bond underwriter and financial advisor in the State of Iowa. They work with municipalities on bond issuance. She provided a comparative issuance record to the City Council. They would like to provide a cost comparison if there is any upcoming financing needed.

7. DISCUSSION/ACTION ITEMS:
7.aDiscussion and Potential Action on Leasing the Indoor Batting Facility to the Sergeant Bluff- Luton School District
Tyler Tweet said that this was previously discussed with the City Council at the Joint meeting with the Parks Board. The City has had ownership of the building for 15 years but has not done much with it and we don't run any programs through it.
Items discussed include:
The Rec Center is not staffed to utilize it as a multipurpose facility.   Prior vandalism of the facility.
The limited revenue received from IBF memberships.   The current cost of operating the facility.
Lease to the School District is preferred over a 28E agreement.   The District would govern who could use the facility.
A recommendation of terms was provided in the Council packet. The 5-year lease proposal to the Sergeant Bluff-Luton School District would require the district to take on utilities, upkeep, equipment maintenance, and snow removal. The building would be insured by the City, but the responsibility for the inside of the facility would be the District.
Motion by Ron Hanson, seconded by Kirk Moriarty to have the City Attorney prepare an Indoor Batting Facility lease for the Sergeant Bluff-Luton School District in accordance with the discussion had in the meeting.

7.bApprove Employee Manual & Policy Handbook Amendment 
Danny Christoffers provided a summary of the proposed changes. The last change occurred in 2022. Many of the changes were to provide consistency with the recent Union Contract changes.
There was discussion about the employment background check policy in the handbook. Staff will have legal review the language used in the Employment Applications.

7.dPresentation of Budget Schedule for FY 2025-26 Budget
The draft budget schedule was received by the City Council. A conflict exists for January 16th (need to avoid Jan 15-17). The first budget workshop is January 9th at 6:30am.
7.eRenew Energy Efficiency Program for 2025
Motion by Andrea Johnson, seconded by Ron Hanson to Renew the Energy Efficiency Program for 2025.

Motion by Kirk Moriarty, seconded by Ryan Panowicz to Table Discussion on the Council Committee Appointments until January 14th.

8. RESOLUTION(S):
8.aRES 24-32 Approve Updated Sergeant Bluff-Luton Community School District and City of Sergeant Bluff School Resource Officer Program
Aaron Lincoln reviewed changes to the proposed 28E agreement which was last updated in 1995. It will go to the school board for approval and then it will need to be filed with the Secretary of State.
Motion by Kirk Moriarty, seconded by Ryan Panowicz to Approve RES 24-32 Approve Updated Sergeant Bluff-Luton Community School District and City of Sergeant Bluff School Resource Officer Program.

8.b  RES 24-33 Authorize Fiscal Year 2025 Transfers
Jason Kvidera described the fund transfers proposed in the resolution.

10. ADMINISTRATOR'S REPORT:
Aaron Lincoln said that regarding the MCI project that sometime in January or February we will be bringing a development agreement for the terms of the TIF rebate. The businesses in the Serenity Point area will need our TIF area to be expanded to include, we hope to bring something after the 1st of the year for the Council to review. He is working on the IEDA electric loan to do some electric improvements in town, the application is due January 9th. We had a meeting with Kwik Star to coordinate their project with our electrical, they are mostly done with their dirt work for the year. They will be taking down the Mike's Mini Mart building sometime in the next three weeks. We will be doing a pre-construction meeting with them in March, the goal is for them to open in September or October.
11. COUNCIL MEMBER'S REPORTS & COMMENTS:
The City Council wished everyone a Merry Christmas and Happy Holidays.
Andrea Johnson asked the Police Department to provide information regarding what they do for training for schools in the event of an active shooter situation.
Jereme Muller said that they do training, that might be changed to a quarterly occurrence. He described some of their procedures.
There was discussion about the possibility of coordinating with the Fire Department.
Ron Hanson encouraged people to put out an empty place to remember those no longer with us and/or those who are deployed.
